Nee, 91, who cultivated a tiny island of tranquillity in a river of haste as the groundskeeper for the Shrine of Our Lady of the Highways on Interstate 95 near Elkton, died Wednesday of heart failure at the De Sales Centre in Childs, Md. Brother Thomas, who was born in Dewsbury, England, and raised in Philadelphia, was for 67 years a gregarious and well- loved member of the Oblates of St.

Francis de Sales, a religious congregation of Catholic priests and brothers. He was a gardener and maintenance man at several schools, retreat houses and churches run by the Oblates. But his lasting legacy is the 30 years of craftsmanship and care he brought to the Shrine of Our Lady of the Highways, a pristine grove of Brother Thomas J. Nee tended the Shrine of Our Lady of the Highways on 1-95. flowering plants, sweeping lawns, and immaculately tended hedges, visible to anyone who has driven north along I-95 near the Maryland-Delaware border.

"He devoted his life to taking care of the grounds," recalled the Rev. Joseph Paul Jocco, superior of the Oblates community in Childs, a suburb near Elkton. "He would work from early morning to dusk, except for Mass, prayers and meals." Brother Thomas seemed to find a certain majesty in physical labor. After graduating from Visitation of the Blessed Virgin Mary School in the Kensington section of Philadelphia, he worked as an ice man before returning to his alma mater as a custodian. He entered the Oblates in 1931, making his first profession of vows in 1933 and 1 his perpetual profession of vows in 1947.

From the beginning, his friends and family said, he found in the simple, fulfilling work of gardening and maintenance a way to glorify God. He cared for plants and flow- tended the lawns at De an Oblates seminary He did similar an Oblates church in Ohio; at De Sales High Lockport, N.Y.; and at own Northeast High School. he arrived at the Obretirement and retreat Childs, and he immedicharge of the gardenmaintenance chores. of Our Lady of the which sits in front of the retirement center, was built after a multiple-car pileup claimed the lives of six people on I-95 in 1969. The shrine, dedicated in 1972, became the centerpiece of Brother Thomas' ministry.

But it did not entirely define him. He was also a doting uncle who showered his nieces and nephews with unabashed love, and he possessed a keen and slightly wicked sense of humor. His niece, Marie Scott of Northeast Philadelphia, recalled the Christmas her uncle presented her with a box of candy. She opened it, found a piece missing, and queried the brother as to its whereabouts. His reply: "'I ate it, I didn't like it, and so I am giving it to recalled Scott, laughing.

Brother Thomas retired in 1981. He lived out his days at the De Sales Centre, where, despite arthritis in his hands, he continued for many years to care for the shrine. In addition to Scott, Brother Thomas is survived by four nieces. A viewing will be held from 9:30 to 10:30 a.m. Saturday in the Our Lady of Light Chapel at the De Sales Centre.

A Funeral Mass will follow. Brother Thomas will be buried in the Oblate Cemetery on the Centre's grounds. Memorial contributions may be made to the Oblate Retirement Fund, 2200 Kentmere Parkway, Wilmington, Del. 19806. William R.

Macklin's e-mail address is R. Kohler, 76, longtime township supervisor By Kay Raftery INQUIRER SUBURBAN STAFF Raymond D. Kohler, 76, of North Coventry, a retired traffic manager and a former township supervisor, died of heart failure Tuesday at his home. Mr. Kohler was a supervisor from 1955 to 1976, when he retired as the chairman of the board.

His son David R. Kohler said Mr. Kohler was in charge of evacuation and rescue operations in the township after Hurricane Agnes in June 1972. The South Pottstown area of the township was heavily damaged in the storm, David Kohler said. "Our home had about 10 feet of water, but my dad was out on the highway bypass directing Navy helicopters from Willow Grove that were flying in to help," he said.

Mr. Kohler was born in Bethlehem, and graduated from Pottstown High School in 1942. During World War II, he was a Marine Corps sergeant in the 4th Marine Division, serving in the Pacific. He worked as a traffic controller with Doehler-Jarvis Co. in Pottstown from 1946 to about 1958.

He also worked for West Motor Freight in Boyertown, and then for about 10 years at Glidden-Durkee Corp. in Reading before retiring in 1978. Mr. Kohler was a founding member and former Sunday school teacher at St. John's Lutheran Church.

In the early 1950s, he was a founding member of the North Coventry Volunteer Fire Company and served it for about 20 years. In addition to his son David, he is survived by his wife of 55 years, Rita Connell Kohler; another son, Steven four brothers; three sisters; and 11 grandchildren. Friends may call from 9:30 to 10:30 a.m. tomorrow at St. John's Lutheran Church, where a funeral service will follow.

Quigley, is a well known legendary industry leader who, as vice president in charge of racing, helped introduce the sport to the New Jersey Sports and Exposition Authority's acclaimed Meadowlands complex. Mrs. Quigley also played a key role in the opening of the North Jersey facility and subsequently other racing facilities.

She was a tireless worker and fundraiser for the March of Dimes and the Red Cross. She and Mr. Quigley served as cochairman of the South Jersey Chapter's Annual Walkathon and she was honored as that organization's Sports Business Person of the Year during her tenure at Garden State Park.
